The Service

Providing services and improving outcomes in the following areas: Sustainable Transport, Transport Planning, Traffic Management and Road Safety, Highways & Coastal Management and Public Transport, City Centre Management and Parking

Purpose

This role is responsible for supporting the Senior Traffic Engineers in identifying, developing and implementing schemes that improve the city''s road network with respect to traffic flow and safety

What is the role?

Reporting to the Traffic and Network Manager, you will be responsible for:

• Assisting in the design and delivery of traffic engineering schemes ensuring they offer both value for money and fit within the Council''s corporate objectives

• Project management of smaller transport schemes and proposals

• Assisting in the day-to-day operation, development and maintenance of the City Council''s Transport Management infrastructure

• Providing assistance to senior staff during incidents or major events in and around Portsmouth

• Liaising with Councillors, members of the public and other organisations regarding general enquiries in respect of the work of the Network Management Team including dealing with correspondence, attending meetings and preparing reports

• Collecting, assessing and managing data to assist in scheme development and managing the transport network

Who is the person?

• Qualified to BTEC Ordinary level standard in Civil Engineering or other relevant discipline or with strong demonstrable experience in traffic engineering

• Have an ability to think through issues and see problems in a wider context

• Can demonstrate higher level thinking skills, and be able to make connections between differing situations and see solutions within a larger set of parameters

• Able to work independently and proactively, along with skills to prioritise

• Able to demonstrate the skills to plan pieces of work over a number of months

• Able to communicate clearly and appropriately

• Able to convey technical information and make a compelling argument

• Confident and able to build rapport and foster effective working relationships

• Awareness of current traffic legislation and best practice

• Excellent writing skills including the ability to write clear, basic and appropriate information for reports, articles and briefing papers

• Ability to work with other people to deliver a piece of work to an agreed standard and within an agreed timeframe

• Numerate and computer literate with MS Office experience, especially Word, Excel and Outlook

Desirable experience
• Have some experience/appreciation of specialist computer packages such as AutoCAD and LinSig.

• Have knowledge/appreciation of Intelligent Transport systems such as UTC, SCOOT, MOVA and VMS

• Hold a current UK driving licence
